The fence is on the right side of the front car.It made a curve on left then go straight.The police car just kept driving straight.That is why we see the fence right in front of the police car.

exactly TomTom the car they were chasing went to the left of the fence the cop turned late and ran into the fence... he probibly noticed it after the lights disappeared but he didnt want to give chase.
